To promote the implementation of RCEP, the General Administration of Customs has introduced the "Approved Exporter" system. Optimize export CO (CEPA) online application, intelligent review, self-printing and other functions; We made full use of the RCEP origin liaison mechanism to ensure that 24 batches of export goods worth 4.69 billion yuan were successfully enjoyed. We coordinated 7 member states to accept self-printed CO (CEPA) certificates of export enterprises of China, and over 85% of RCEP CO (CEPA) certificates of export enterprises enjoy this convenience. For the import enterprises have not obtained the certificate of origin due to foreign reasons, the guarantee release will be implemented, and the enterprises will enjoy the benefit of 7.3 billion yuan of imports after the supplementary certificate.
At the same time, the Customs continued to deepen exchanges and cooperation with RCEP member states in the field of customs inspection and quarantine, and made practical progress in the export of high-quality agricultural products from RCEP member states to China, signing protocols on agricultural products to China with Myanmar and Cambodia. We will carry out dynamic monitoring and analysis of the latest technical trade measures adopted by RCEP member states, and negotiate with them to deal with 19 unreasonable measures. China has interpreted the customs rules of the RCEP, issued rules interpretation of the text and guidelines on measures to export toys, aquatic products and building sanitary ceramics, and actively encouraged enterprises to make full use of the rules and institutional dividends of the RCEP, creating a favorable external atmosphere for the implementation of the agreement.
